Promoting the use of the Data Lake in Lithuania’s public sector
Problema
Despite significant investments in the development of the State Data Lake and the creation of the necessary technical infrastructure, the use of data across public sector institutions remains uneven and insufficiently systematic. Although the platform enables data integration, analysis, and application in decision-making processes, its practical potential is not fully utilized in all sectors and institutions.
Currently, there is a gap between the established technological foundation and the actual integration of data into everyday decision-making processes. The level of data maturity varies across institutions – ranging from those actively applying analytical solutions to those facing limited knowledge, procedural constraints, or organizational barriers.
The effectiveness of data utilization may be influenced by several interconnected factors, including:
- the level of institutional competencies and data literacy;
- the availability and suitability of training and support systems;
- organizational culture and decision-making practices;
- procedural aspects related to data access and the setup of working environments;
- as well as broader systemic and coordination challenges.
Tikslas
