Create Lithuania mentioned in OECD report on scaling artificial intelligence in health

The Create Lithuania programme is mentioned in the Organisation for Economic Co-operation and Development’s (OECD) 2026 report Scaling Artificial Intelligence in Health. It is presented as one example of how public feedback is included in shaping Lithuania’s digital health and artificial intelligence (AI) policies.

The Create Lithuania and the E-Citizen portal are mentioned alongside similar initiatives in Denmark, Finland and Norway. The OECD did not assess the programme’s impact separately, but its inclusion shows that work carried out in Lithuania is also gaining international visibility.

The report notes that Lithuania has already taken important steps. The country protects people’s health data, is making it easier for healthcare providers and public systems to exchange data securely, and offers opportunities for the public to contribute to decision-making.

However, Lithuania still needs a clearer plan for using AI in healthcare, a national body to oversee its use, more training for healthcare professionals and accessible information for the public.

The report is intended for people making decisions about the use of AI in healthcare. It includes 42 questions that help countries assess what they have already achieved and what is still missing. It is a practical tool for ensuring that AI is used safely, responsibly and in ways that deliver real benefits for people.
