Problem

Lietuvoje viešiesiems pirkimams 2014 metais buvo išleista 5,2 mlrd. eurų. Viešųjų pirkimų tarnyba (VPT) kasmet patikrina ir įvertina tik apie 2-3% pirkimų. VPT atliekami procesai ilgi, kompleksiški ir išskaidyti tarnybos viduje, todėl išorėje pastebima, jog VPT neretai trūksta vieningos praktikos.

Projekto metu išanalizuosime viešųjų pirkimų tikrinimo procesą, įvertinsime proceso metu tarnybos skyrių atliekamas užduotis. Padėsime tarnybos darbuotojams vizualizuoti savo procesus kuriant procesų žemėlapius, kurie padės aiškiau suprasti, kaip kiekvieno darbuotojo asmeninis indėlis prisideda prie visos tarnybos veiklos . Įvertinę esamą tikrinimo eigą, optimizuosime perteklinius, pasikartojančius procesus ir užduotis, tokiu būdu mažinant tikrinimo proceso laiką ir sukuriant sąlygas viešųjų pirkimų kontrolę vykdyti efektyviau.

Šiuo metu VPT ruošiasi įgyvendinti naują Viešųjų pirkimų įstatymą ir iš esmės peržiūrėti savo tarnybos strategiją. Projekto metu didindami viešųjų pirkimų tikrinimo proceso efektyvumą, prisidėsime prie naujų VPT tikslų ir vizijos formavimo.
